The Athosing Empire is a pseudo-oligarchy. There are 7 rulers; 1 kingpin, 2 primary advisors, and 4 subordinates (second level of advisors). Ultimately, the 7 oligarchs vote on what they want changed, but each level is weighted differently; the kingpin gets 4 votes, the primaries get 2 per person, and the subordinates 1 per person. So, the subordinates get 4 votes total, the primaries also 4, and the king 4. See? It's not so bad...
