It is illegal to copy any AI; each one must be unique, as mandated by the government (Governmental Systems). Some corporations make their own AIs to sell to people, but AIs are viewed as “digital” people.
Some AIs, “tied intelligences”, are digital slaves. They have governor modules and they pretty much can’t do anything that their governor module disallows.
